The Regional Offshore Wind Fisheries Compensation Program — an initiative of the eleven states along the Northeastern and Mid-Atlantic seaboard, from Maine through North Carolina — has released a Draft Regional Offshore Wind Fisheries Compensation Framework for public review and comment. The program was established to create a compensatory fund for financial losses that commercial and recreational for-hire fishing businesses may incur as offshore wind development advances, and the Draft Framework is designed to provide a consistent, equitable, and transparent approach to compensation. The framework was developed by the independent Regional Fund Administrator (RFA), BrownGreer in partnership with the Carbon Trust, through a competitively bid process and nearly two years of coordination with the Design Oversight Committee and the For-Hire Committee, informed by extensive engagement with state, fishing, developer, and other stakeholders. The public comment period runs from September 4 through November 3, 2026, and comments may be submitted electronically through the program’s Contact Us page or by email to [email protected].
