The Department of the Interior (Doi) signed an order creating the Marine Minerals Administration, a new bureau that reunifies the Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE), the two agencies that have separately managed offshore energy leasing and safety oversight since they were split in the aftermath of the 2010 Deepwater Horizon disaster. The merger reverses the key regulatory reform implemented after the oil spill, which was designed to separate the revenue-generating leasing function from the safety enforcement function to avoid conflicts of interest. BOEM currently manages offshore oil and gas leasing, environmental reviews, and renewable energy leasing – including all offshore wind lease activities on the Outer Continental Shelf – while BSEE oversees safety operations and enforcement. Former investigators of the regulatory failures that contributed to the Deepwater Horizon disaster have cautioned that recombining the agencies could compromise safety and environmental oversight.
