Nineteen state attorneys general filed a lawsuit against the Department of Defense (DoD) in U.S. District Court in Portland, Oregon, alleging that the DoD unlawfully froze routine reviews of wind energy projects across the country beginning in August 2025. The complaint states that the DoD is required by federal law to review proposed wind projects for potential national security concerns and to work with developers to address any issues, but that the agency abruptly stopped moving projects through this review process. The freeze has affected more than 100 pending wind projects nationwide at various stages of the DoD review process, effectively blocking development by withholding the required federal sign-off on potential impacts to military operations, radar systems, and flight paths.
